This privacy policy describes how welqin ("welqin", "we", "us") collects, protects and uses the personally identifiable information (“information”) you may provide through the welqin website or its APIs. The policy also describes the choices available to you regarding our use of your personal information and how you can access and update this information. This policy does not apply to the practices of companies that welqin does not own or control, or to individuals that welqin does not employ or manage.

What information do we collect?

  • Basic account information: If you register on this server, you may be asked to enter a username, an e-mail address and a password. You may also enter additional profile information such as a title, a profession, an employer name, and upload a profile picture and header image. Such details may be made available to other welqin network members.
  • Transaction information: When you submit a transaction via our services, metadata associated to this transaction, such as your username or e-mail address, as well as time and date when a transaction was sent or received, are stored on our servers. Transactions may contain media attachments, such as PDF files and figures. All transactions are stored and processed on the server. Transaction details and associated metadata are only delivered to agents selected as recipients. We make a good faith effort to limit the access to those transactions and their content only to authorized persons.
  • IPs and other metadata: When you log in, we record the IP address you log in from, as well as the name of your browser application. All the logged in sessions are available for your review and revocation can be requested to us. The latest IP address used is stored for up to 12 months. We also may retain server logs which include the IP address of every request to our server.

What do we use your information for?

Any of the information we collect from you may be used in the following ways:

  • To provide the core functionality of welqin i.e. interact with other members from the IP community. You can only interact with agents approved by your account administrator.
  • The email address you provide may be used to send you information, notifications about other people interacting via welqin, and to respond to inquiries, and/or other requests or questions.

How do we protect your information?

We implement a variety of security measures to maintain the safety of your personal information when you enter, submit, or access your personal information. Among other things, your browser session, as well as the traffic between your applications and the API, are secured with SSL, and your password is hashed using a strong one-way algorithm. You may enable two-factor authentication to further secure access to your account.

What is our data retention policy?

We will make a good faith effort to:
  • Retain server logs containing the IP address of all requests to this server, in so far as such logs are kept, no more than 90 days.
  • Retain the IP addresses associated with registered users no more than 12 months.
Any personal information shared with us for professional use, i.e., exchanging professional information through our web portal, is kept no more than 12 months from the date you decide to close your account.
You have the right to access your personal information, to rectify them, to request their deletion, to object to or limit the processing of your personal information, or to receive your personal information in a structured format in order to transmit them to another controller (data portability).

Do we use cookies?

Yes. Cookies are small files that a site or its service provider transfers to your computer's hard drive through your Web browser (if you allow).
The user agent, device and IP location are collected for showing website statistics or remembering visitor information such as language preferences. Instead of storing the IP address, the country name is inferred and stored in the application.

Do we disclose any information to outside parties?

We do not sell, trade, or otherwise transfer to outside parties your personally identifiable information. This does not include trusted third parties who assist us in operating our site, conducting our business, or servicing you, so long as those parties agree to keep this information confidential. We may also release your information when we believe release is appropriate to comply with the law, enforce our site policies, or protect ours or others rights, property, or safety.

What is the legal basis for processing your personal data?

The legal basis for processing your personal data is the contract and/or mandate between our clients or suppliers, and us.
Actions carried out at IP offices, based on instructions placed with us by our clients might also require personal data processing.
Any data collected from other contacts, from persons who have voluntarily provided us with information necessary for such solicitations or who appear to be the designated contact person of the legal entity that we wish to contact, is processed based on our legitimate interest in soliciting business and communicating about our activities.

Are there any limitations of liability?

The welqin website contains information of a general nature. While welqin strives to keep its website accurate and current, errors may occur, and information may become outdated. Welqin offers no guarantee as to the reliability of any text or image published on its website.

What about Intellectual Property?

The welqin website, all content on the website (including, without limitation, the trademarks, designs, texts, graphics, software compilations and underlying source code) is owned by welqin or licensed to welqin and protected under French and international copyright, patent and trademark laws.

Welqin’s registered and unregistered Intellectual Property rights may not be used for any purpose without the prior written permission of welqin.

Without welqin's express written consent, a visitor must not:
  1. reproduce, duplicate, copy, download, sell or re-sell, visit or otherwise exploit for any commercial purpose any part of the website;
  2. frame or utilise framing techniques or other technology to display the website, any content of the website, or any of welqin’s IP rights, on another website; or
  3. use in a webpage any meta tag or other invisible or hidden text referencing welqin or utilising any of welqin’s IP rights.

Visitors agree not to:
  1. use the Site, its content or the Provider’s IP rights for any illegal purpose;
  2. use the Site in any manner or for any purpose that would breach relevant laws in any applicable jurisdiction (including the User's local jurisdiction);
  3. upload or transmit through the Site any computer malware including viruses, trojan horses, worms, or other malicious code, or do anything designed to interfere with or disturb the normal operating procedures of a computer;
  4. upload or transmit through the Site any material which is defamatory, offensive or of an obscene or menacing character, or that may cause annoyance, inconvenience or needless anxiety;
  5. use the Site in a way that may cause the Site to be interrupted, damaged or rendered less efficient or which may impair the effectiveness or functionality of the Site;

  7. interfere with or diminish the Provider's right, title and interest in the Site and the Services available on it.

What is the governing law for these site terms?

These site terms are governed by and to be construed in accordance with French law.

The Courts of Lyon, France, are exclusively competent to hear and determine any dispute relating to the relations between welqin and its website visitors.
However, nothing in this clause prevents welqin from commencing proceedings in a different forum or jurisdiction if welqin reasonably considers that the dispute would be better adjudicated in a different forum or jurisdiction.
